Lacks scientific structure and validity

As a student of psychology and psychical phenomena working on in-depth studies regarding facilitated communication and alphanumeric devices (Ouija boards, pendulums, dowsing, etc.) I must say I am slightly disappointed in this book. Of course the title suggests the phenomena produced during Ouija sessions is facilitated by "spirits". This is highly misleading and completely unscientific. Unfortunately this approach also promotes superstition and further suppresses scientific advancement.
The Ouija board (or similar forms of facilitated communication and ideomotor response) has been seriously investigated as a form of therapy for people with disabilities with communication skills (autism, PTSD, etc.). All that said, this is a cute read as a novelty item and would make a nice addition to a para-psychological library, for reference only of course.

About the Author

Norm Champ is a partner in the Investment Funds Group of law firm Kirkland & Ellis LLP and teaches investment management law at Harvard Law School. Previously, he was the director of the Division of Investment Management at the U.S. Securities and Exchange Commission (SEC). Under his leadership, the SEC adopted landmark reforms to strengthen the money market mutual fund industry. Champ was also instrumental in creating and implementing initiatives to reorganize the SEC and provide transparency to the industry. He lives in New York City with his wife and four children.

Interesting account of the author's experience

This is a well-written account of the author's experience while at the SEC. I have heard similar stories about the inner workings of the SEC, so I find Champ's stories more believable. In some spots though I found myself wondering how he could remember such great detail like how they exactly entered a building and the security that day, etc. Maybe the author simply has a great memory. In any case, this is not a difficult read and the technical jargon is limited, so I would think many people interested in the topic would enjoy it.

The only thing that I didn't like is the chapter on "advice" at the end. Preventing the next crisis is a very difficult task. Regardless of the rules and how they are implemented, there will be people that will try to bend them and, by the law of large numbers, there would be some (by random chance) that would be able to go undetected and end up resulting in catastrophic results.

Missing the forest for the trees

The title I almost used was "no good deed goes unpunished." Norm Champ is an experienced securities lawyer who joined the SEC to help improve the oversight of the financial industry and prevent future frauds like Madoff. Once inside the agency he discovered how distant the SEC was from living up to the trust the public puts in it. While most SEC employees care about the mission, the fact remains that it is a job for life for those under the civil service rules and plenty feel emboldened to do what they want, and when they feel like doing it. And any employee can send anonymous emails or faxes (a predominant method of communicating at the SEC) accusing their target of misconduct, which must be investigated. Champ went to do well but could not entirely escape the clutches of dysfunction.

Champ found an agency where standard procedures were non-existent, where instead it was what a particular office felt they should do or what the office lore said they were supposed to be doing. An agency with an outdated computer system and a legion of contractors dedicated to ensuring it never was replaced so that their "maintenance" contracts continued. Where examiners sat on investigating the Stanford ponzi scheme because the record request would take too long. Where they never requested the Madoff trading records (which would have revealed there weren't any) because they thought the mountains of trades they thought existed would take too long to go thru. Every page is a new outrage.

The problem I have with the book is that it reads more like a diary than an investigative book about the finance industry. Champ describes meeting after meeting, conversation after conversation. And while he provides specifics about how poorly the agency functions it's hard to read more than a few dozen pages without it becoming numbing. Champ clearly understands the problems at the agency, and has the experience from working in the private sector to point out where the agency is stuck or malfunctioning. I just don't see enough people willing to wade through this book to make a difference. Which leaves me sad and disappointed.

I liked this book more as a memoir than expose. It is readable with a pleasant, chatty tone.
